Burlington applies a community benefits charge to development or redevelopment with at least five storeys and ten residential units, subject to statutory rules. The City states that the charge is four per cent of land value on the day before the building permit is issued.
This amount belongs in the permit-stage cash plan and is separate from development charges and parkland. Because land value and timing matter, use a current municipal calculation rather than a per-unit allowance.

The financing model adds the applicable charge layers, current land-value basis, parkland, and approval costs. The lender receives the actual zoning and application status, not only the station-area plan. Land and construction loans are separated until approvals support the next stage.
