Most people outside Niagara hear Niagara Falls and think of hotels and Clifton Hill. Most mortgage applications here will have nothing to do with either. A house near Chippawa, a bungalow off Lundy's Lane, a short-term rental and a rural-edge property can require completely different lenders.

We would start with the address, legal use, services and source of income. If the mortgage depends on seasonal or tourism revenue, a second unit or future renovations, those pieces need their own evidence instead of being folded into one optimistic number.

Three things we would check first.

    Serviced and non-serviced charge treatment differs

    Niagara Falls publishes development-charge information for the urban serviced area and non-serviced land, alongside Niagara Region charges. Current rates, freezes, exemptions, and incentive programs depend on the project.

    Identify the service area and Regional amount before fixing project equity. Non-serviced development can also require private or new infrastructure costs beyond the charge schedule.

    Additional units cannot be separately severed

    The City’s additional dwelling unit guidance covers zoning, building permits, parking, servicing, and inspections and states that the additional unit cannot be severed from the principal property.

    The exit should value and refinance the whole property, not assume a separate sale of the added unit. Construction and take-out proceeds must fit that single-title structure.

    Growth incentives require current confirmation

    Niagara Falls publishes growth-charge and incentive resources, including Community Improvement Plan information and statutory charge treatment. Geography, use, application date, and eligible work determine availability.

    Keep the gross cost in the downside model until an award or exemption is documented. A tourism or downtown location does not automatically qualify the project.

Illustrative only: an owner is refinancing a small Niagara Falls tourism business and proposes an apartment behind the commercial space. The forecast uses peak-season revenue and assumes the new unit could later be sold separately.

The lender receives normalized multi-year business cash flow, legal mixed-use status, servicing, permit and construction costs, and whole-property value. The separate-sale assumption is removed because the City says an added unit cannot be severed from the principal property.

The appraiser should address legal use, commercial and residential areas, leases or business occupancy, condition, environmental risk where relevant, servicing, current income, and any permitted improvement plan.
